Abstract: University management has not been subject to the rule of law for a long time, but the age of no litigation in u-niversity has already become history today. Improving university management and implementing the subsequent demands requires the presence of a hearing system in university management. The application of a hearing system in university management is also the embodiment of governing school by law.
