Abstract: Concurrent with the emergence of an increasing number of accidents,the notion of right to know gradually enters into people's lives,and the call for protection of such right becomes more and more frequent.As a universally recognized civilian right,the right to know must be complemented by the publicity of government information,which is restricted to some degree.This paper analyze the reasons for limitation in publicity of government information and the civilian's right to know and suggests the measures to deal with the problems concerning publicity of governmental information.
