Abstract: The innovations and inventions in universities acquire a very important position in the whole national system of scientific innovation.But concurrent with the increasing of the strength of scientific research in various fields both at home and abroad,it is required that every university much promote its scientific research capacity.Through surveying of the present situation of RD management in the universities of China,the article reveals the main factors that influence the enhancing of the overall strength in scientific research are as follows: separation of educational system from RD system,a monotonous model of scientific management,simple incentive system and incomplete control system.Based on the analysis of the above main factors,this article puts forward some suggestions concerning the enhancing of the overall strength of universities in scientific research.
