Abstract: Promulgation studies rests its emphasis on the specific analysis between promulgation and socialization,such as programs of TV violence and the education of juveniles.But ways of promulgation receive not enough attention.This paper intends to explicate the relationship between oral promulgation and oral society and puts forward the former predetermines the latter's contents and communicating ways based on the relevant theories of Media Ecology.And summarizes the four features of oral society.
