电子政务服务外包理论及其项目激励机制分析

摘要: 政府实施电子政务服务外包方式是支撑其可持续性发展的重要手段。由于电子政务服务外包是一项创新型的管理模式,如何正确运用,发挥其积极作用是研究与应用这种模式的核心。研究了电子政务服务外包的相关理论问题,探讨了电子政务外包的发展趋势和操作模式及其选择;引进博弈论的分析方法,研究了电子政务服务外包中,政府与企业的电子政务建设的激励和绩效、项目委托代理的相关理论,建立了电子政务项目建设的项目激励模型。Abstract: The e-government service outsourcing is an important means for government to support its sustainable development.The core of such a new management model lies in its correct manipulation with a view to give full play to its functions.Relevant theoretical problems,trends,operational models and selection concerning e-Government service out-sourcing are investigated,and through introduction of gaming theory,the incentive model for e-government project construction is set up.
