Abstract: We must establish a highly effective administrative agency,in order to carry out laws,regulations and policies on technical resources sharing.However,technical resources sharing involves multitudinous departments and enormous benefit.So the technical resources sharing administrative agency should coordinate responsibilities with other technical regulatory bodies.In the present situation,we first need to consider the reality and reform ways of the multiple management mode of technical resources to establish the sharing administrative agency.The concrete methods are to establish a high-level and multi-department decision-making coordination institution,and to centralize the enforcement power relatively.At the same time,we should dispose as far as possible powers of planning,guidance and subsidization,and etc.
