Abstract: The question of the charge of our colleges and universities has been a serious social problem in china.Many people have expressed their dissatisfaction with it,and there is little effect though the government has done something about it.Through investigation and research,we find that the key to the question is the legislation of charge of our colleges and universities.There is a lot of defects of the current legal system,especially when the laws are done mainly made by different departments.And there is another cause which comes from the education policies.To change the situation,we think that we should improve the legislation first.
