Abstract: Public-service oriented governments is the goal of institutional reformation of county governments. And the reconstruction of county governments' functions is the important foundation of building public-service oriented governments. Enhancing the infrastructure construction, protecting the economic order, developing regional economic cooperation, defending social justice, perfecting social security system and strengthening the society conflict administration are the key job of county government functions in the new time. Making clear the important functions of county governments in the lengthways orientation and the functional relations in the horizontal orientation, regulating the relations between government and enterprises, strengthening social construction and governmental crisis management are the realistic approach from which the public-service oriented governments are to be built.
