Abstract: The system of municipal emergency administration plays an important role of early warning and restriction and elimination to the threat factors which affect normal elaboration of municipal functions, jeopardize municipal ecological balance and destruct municipal public safety. Its role is to ensure the body safety and the property safety of municipal citizens. It can reduce injuries and deaths and property loss to the maximum limitation and protect society stability. Therefore,municipal emergency administration system should become an important part of modern municipal administration. The improvement of the municipal emergency administration in China is that we build it on the bases of the concept of crisis administration and the comprehensive administration and the legislature administration and the common governance of the government and the society.
