Abstract: The changes of modern society follow two paradigms: rational construction and spontaneous evolution. In the paradigm of rational construction, the governing party's value proposition and social core value system have direct correlation, and the social norms and behavior consensus become the foundations of the harmonious society. This paper discusses the problems from governing value proposition to social norms and consensus and to the construction of harmonious society.
