Abstract: The ability of the Science and Technology innovation in our universities is enhanced step by step, and the scope and level of basic research are improved. However, there are many restricting factors in the further development, especially on the R&D funds.Presently, the funds on basic research are insufficient, the source of the funds is single and the assignment structure is unreasonable. In order to change the situation, we should diversify the source of R&D funds and make the assignment structure of funds reasonable.
