Abstract: As a pillar industry in China’s economic growth and overall national strength, rapid development of aviation industry shall be driven by outstanding operation performance of inside enterprises, which come from excellent high -management of those enterprises. This paper analyses operation environment of China aviation high -tech enterprises and research competency requirements of high - management from operation environment, with the aim of building a raw competency model for high - management of aviation high-tech enterprises.
