Abstract: Realizing the harmonious development of higher education has important academic and practical significance. Higher education is an ecosystem with holistic and integrated synthetical effect, whose development should follow the ecological balance principle. The logical start points of the cological balance and the harmonious develo pment of higher education are different, but their objectives are the same. The harmonious development of higher education is tantamount to the realization of structural balance, functional balance and in-out balance.
