Abstract: By contrasting the history of the development of public media in the West with that of China, the paper reveals that media in China's public sectors, hindered by China's thousands years of feudal history, has evolved very slowly. However, on the other hand, with the establishment of socialist market economy, the public has evinced an awakening of citizen consciousness, which calls for the media to fill the role of "social instruments".
