Abstract: In Wenchuan earthquake, the infrared technology responded quickly and searched for missing helicopter successfully. This case explains that when a disaster comes, it is not only feasible but also necessary to mobilize the defense resources in the disaster response. This paper discusses the problem of how to unify the defense resources mobilization system and disaster emergency preparation system. In order to control the amount, quality, production and distribution of the defense resource accurately, we can build an agile mobilization system.
