国内经济开发区的不平衡发展——基于评价西部大开发之政策角度

On the Imbalance of the Development of Chinese Development Zones Based on the Assessment of the Performance of Develop-the-West Strategies

摘要: 在我国实施西部大开发战略9 周年之际，从经济开发区发展水平这一视角，考察西部大开发战略的实施绩效。从玻氏熵理论出发，通过导入Theil不均衡指数，在东、中、西部开发区发展不平衡的定量评价上做了一些探索。选取国家级经济开发区作实证分析，结果显示，东部开发区经济发展水平仍大大高于中、西部地区，差距甚至有逐步扩大的趋势，开发区发展龋很不均衡，西部大开发战略在西部开发区的发展上没有达到期望的绩效。

Abstract: This paper intends to assess the performance of the develop-the-west strategy from the standpoint of development zones' imbalance development. We tried to use the Theil index combined with the entropy theory to make a quantitative evaluation of the inequality of the development zones. The paper made an empirical analysis on the national-level development zones. The result shows that the eastern development zone is above the middle and western a lot. The inequality of the development zones displays an enlarging trend. The result told us the performance of the develop-the-west strategy didn't do the trick.
