Abstract: The information widely exists, and it is also the object of intellectual property legal system research and protection. In order to efficiently protect the mental achievements, the author analyzes and investigates the internal character of information, the facts that people estimate and take advantage of information, and the basic principle of protecting information by adopt to combine demonstration and logical reasoning. the research should focus on information itself and to find the essential characteristics of information, as well as the intrinsic nature of copy, deliver, keep and use of information. The protection policies are proposed correspondingly.
