Abstract: The innate complexity of public policy requires close attention to its research paradigm. The application of complex modeling and simulation techniques solidifies the evolutionist cognitive concept that continually tests mistakes, supports group decision-making method based on simulative environment, and thus can be used for deduction and correction in virtual realities, all of which form the new research paradigm for public policy.
