清末的出版自由与报律的限制

Freedom of the Press and the Restriction of Press Law in Late Qing Dynasty

摘要: 言论自由作为公民的一项基本权利，出版自由是其延伸。清朝末年一些先进的思想家提出言论自由、出版自由的思想，出版业也开始起步。为了维护自己的统治，清王朝通过法律的形式对新兴的新闻业进行了限制。文章对这一阶段思想家的言论自由的思想进行了介绍，并对清末相关法律进行了实证的分析。

Abstract: Freedom of speech is one of the fundamental rights of the citizen, and freedom of press is extension of the freedom of speech. Journalism began to develop in late Qing dynasty,but the rulers restricted the development of journalism through laws to maintain the governorship. The paper introduces the thoughts of the freedom of speech and the freedom of press promoted by the thinkers in late Qing dynasty,as well as analyzes the press laws restricting the development of journalism.
