Abstract: Traditionally, emergency materials were classified according to the priority of disaster with no consideration of material value, storage life, difficulty level of production, storage requirements. The classification system of emergency materials was built, referring features in material production, procurement and storage, from the perspective of materials reserve in this paper. A fuzzy comprehensive evaluation model of emergency materials is established and hierarchical clustering method is used to identify different types of emergency materials reserve pattern finally.
