Abstract: Pan-Bohai area is one of the most rapid developing zone in our country now and the high-tech developing zones in Pan-Bohai area offer great support for the development of the area. This paper uses the method of Fuzzy Cluster Analysis and builds the scientific and technological human resource police index system of high-tech developing zone to study and appraise the human resource policy of ten high-tech zones of the country， resulting in the dynamic clustering pedigree chart which will provide scientific basis for developing and adjusting the human resource policy of the high-tech developing zone.
