Abstract: Under the current situation of its multiform sources， different management methods， and more strict demands for budget executing in the field of scientific research fund， compliant innovations for regularizing financial affairs administration and accountant disposing are very pressing for the cost management of research in universities. The present paper is based on financial affairs administration and accountant disposing system in universities， and aims at the perfection of the inner administration bylaw for cost management of research.
