Abstract:
Victim-Offender Reconciliation (VOR) is an important way to resolve criminal matters in China. But it cannot fulfill the target of the restorative justice. The VOR practices in China are different from restorative justice programs in process, outcome, parties and so on. According to the“Basic Principles on the Use of Restorative Justice Programs in Criminal Matters”of United Nations standards and norms in crime prevention and criminal justice, the parties, processes and outcomes should be taken into account in the construction of VOR in China .
