Abstract: The energy mobilization preparation is the important foundation to ensure effective mobilization during the wartime and anemergency. By analyzing the composition of preparation mechanism of energy mobilization, this paper divides it into four parts:organization mechanism, security mechanism of the capabilities, input mechanism, supervision mechanism, and discusses about themeasures and means by which the organic coordination of capital input, uses of funds and financial supervision can be realized.
