Abstract: The cracking down of gang forces in Chongqing is an implementation of justice that combines lenience and severity. Upon close examination, we can find out that the cracking down of gang forces in Chongqing reflects the close collaboration between criminal policy and citizen participation, pragmatism and social capital, which form the motivation for the implementation of criminal policy and open institutional channel for the cracking down of gang forces. From this perspective, the realization of the effective combination of cracking down gang forces and fighting corruption, as well as the emphasis put on the use of forceful means and the enhancement of the role of social forces in the implementation of criminal policy constitute the righteousness of the cracking down of gang forces in China in the discourse of the implementation of criminal policy.
