Abstract: The relationship between state and society in the real world will inevitably be projected to the internet society. Currently, great changes have taken place in the internet, while the“society” of internet society is becoming more and more powerful. At the same time, it has been increasingly difficult for the government to control public opinion emergency. Compared with the “society”, the “state” is in a weak position. This imbalance occurs mainly due to the social conflicts of the real world, lowered social trust and the government’s lack of internet administrative ability. Thus, in order to achieve the balance of the relationship between state and society of the internet society, we have to not only improve the relationship between state and society in the real world, but also change from “internet control” to “internet governance”.
