Abstract:
Construction of Two-oriented Society is the inevitable choice towards ecological civilization in China, and since this building strategy is proposed, most researches have been focused on the theoretical description, while the quantitative evaluations of implementation effects are lacked. In order to evaluate the construction status of Two-oriented Society, an index system was built and the super-efficient data envelopment analysis model (SE-DEA) was used in this paper regarding China's 30 provinces as objectives. The results showed that the building strategy was still in its infancy, and the overall construction status was at low level. There was fuzzy "U-shaped" relationship between the construction status and the regional development level. Huge gap existed among some provinces, but most were closer on the construction status. The total water and construction land consumption could be saved at greater degree compared with other inputs in China.
