Abstract: The relief System for criminal victim is a special relief system that is directed for the victim. It is a systematic design for the victim to extricate himself from the disadvantages as soon as possible based on protection for his rights and interests， and on safeguarding the social fairness and justice by economic assistance .This article discusses the theoretical foundation of the relief system， the targets and conditions， and relief program for criminal victim. It also analyzes the relief system and its value for criminal victims in China.
