欧盟及其成员国对民用飞机产业的补贴及其启示

    Subsidies for Civil Aircraft Industry in EU and its Member States and its Implications

    • 摘要: 欧盟及其相关成员国对民用飞机产业的补贴主要是采用直接补贴的形式,且是集中对空客公司发展大型民用飞机的启动、研发及出口进行补贴。欧盟补贴民用飞机产业的主体既包括欧共体、成员国及其地方政府,也包括有欧洲投资银行及成员国控制或国有的银行等。结合WTO争端解决机构“欧共体及相关成员国影响大飞机贸易措施案”,在WTO框架下,欧盟及其成员国的民用飞机产业补贴措施尽管难以摆脱“禁止性补贴”的法律障碍,但是,欧盟及其成员国的民用飞机补贴实践对于我国促进民用飞机产业的发展具有十分重要的启示。中国政府应该加强对民用飞机产业的

       

      Abstract: Direct subsidies are the main form of subsidies for civil aircraft industry in the EU and its member states. These subsidies focused on developing the launch aid, research and export of Airbus Company. The subjects of these subsidies include EC, its member states, local governments, European Investment Bank and state-owned banks of its member states. According to“EC and certain member States-Large Civil Aircraft”, most of these subsidies for civil aircraft industry in the EU and its member states are forbidden in the framework of the WTO. Of course, the practices of subsidies for civil aircraft industry in the EU and its member states provided some references for China to promote civil aircraft industry. Chinese government should set and perfect scientific subsidies methods and strengthen the subsidies for the civil aircraft industry.
