Abstract: The legalization of energy mobilization is the important foundation to ensure energy mobilization target and improve energy mobilization efficiency. The scarcity of effective energy mobilization management system and an all-inclusive legal system in our country has seriously restricted the enforcement of energy mobilization and improvement of energy mobilization efficiency. First, the paper analyzes energy mobilization legal system's current situation and trait of other countries. Second, it studies the current demand and feature of energy management and national economy mobilization management in our country. Finally, it makes suggestions on perfecting frame, completing content and enhancing utility of legal system in our country.
