Abstract: This article will use the national model of dynamic multi-agent union mobilization process，which is based on information networks，artificial intelligence technologies such as multi-agent system for economic mobilization dynamic alliance to achieve a decentralized，loosely coupled smart structure. In the case of sudden crisis，government departments，enterprises and institutions of the union members establish collaborative framework for effective communication and collaboration based on multi-agent model. Therefore rapid and accurate responses to crisis are achieved.
