Abstract: More than 70 years ago, the education and culture in Shan‘ganning region with Yan'an as its center lagged far behind. Xu Teli, the educational leader of the region, established Luxun Normal School, preparing to construct Shanbei Public School in order to train teachers, cadres and students. Then he established Yan'an Institute of Technology, which was the first place to train technical persons and was the first technical institute established in the history of Chinese Communist Party. The ideas and actions proposed by him, such as the trinity of learning in accord with application, economics education and scientific research, treating science as the soul of state power, etc., are significant inheritances.
