Abstract: In dealing with unconventional disruption, the efficiency and effect of air rescue depends on the coordination mechanism between military and locals of aviation emergency logistics response. There are problems in personnel, capitals, materials and information coordination between military and locals. The military and local personnel coordination is improved by integrating the military and local emergency system, establishing the unified institutions and the professional emergency team, developing the local general aviation. More support to the general aviation and more invest to aviation infrastructure are used to resolve the capitals coordination between the military and locals. The military and local materials coordination is promoted by developing the aeronautical emergency infrastructure, safeguarding the aviation emergency supplies reserves, ensuring the smooth transportation of emergency supplies and relaxing the general aviation field. The information coordination is ensured by establishing a military and local public information platform and other measurements.
