Abstract: Social rescue resources are the material basis of emergency rescue,which are mastered by social subjects such as enterprises,non-governmental organizations,Social Public and so on. Mobilization alliance is a special virtual enterprise that is built by social subjects. The particularity of mobilization alliance consists of no preparation period,multiple alliance leaders,weak economy,time-sensitive and high dynamic. Its organization should be in constellational federal mode. Partner selection is crucial for setting up mobilization alliance,which is directly related to rescue effect. There are two ways to select partners,including positive sequence selection and reverse selection. Different conditions call for different ways. Meanwhile,each way has its own steps and reasonable algorithm.
