Abstract: The cultural industry development strategy is a new theoretical proposition of global concerns. Although most countries' cultural industry development is based on the market, but the main international cultural industry strategy mainly focuses on the culture strategy of the developed countries of the world, and underlines the importance of government guidance. At the strategic level, different cultural industry development strategies are integrated. The developments of cultural industry and changing times call for the changes of cultural industry development strategies. Many countries have undertaken measures to accelerate the positive initiatives in cultural industries, and the competitive intensity of cultural industries will increase in the future.
