中国区域能源效率比较——基于DEA-Malmquist和聚类分析

摘要: 将工业污染物排放作为非期望产出, 以2001—2010年30个省际的数据为基础, 采用DEA-Malmquist生产效率指数测算中国省际全要素能源效率, 结果表明:东部全要素能源效率一直处于效率前沿面上, 中西部地区则远离前沿面。为了寻求提高中西部地区的全要素能源效率的途径和方法, 根据技术进步、纯技术效率和规模效率等三个指标对不同类型区域的全要素能源效率差异和特征进行聚类和分析, 并提出针对不同地区提高全要素能源效率的对策建议。Abstract: Taking the industrial pollutant emission as the unexpected output and 30 provincial data from the year 2001 to 2010, the paper measured the Chinese provincial total factor energy efficiency by the method of DEA-Malmquist productivity index. This research showed that the eastern area’s TFEE located on the efficiency frontier surface and the mid-west area was far from that. In order to seek out the way to improve the mid-west area’s TFEE, this paper clustered and analyzed different types and features of regional total factor energy efficiency on the three indicators including technological progress, pure technical efficiency and scale efficiency. This article also put forward countermeasures and suggestions to improve TFEE of different regions.
