饮用水源地突发污染事件应急处理机制

    Emergency Treatment Mechanism for Pollution Incidents of Drinking Water Sources

    • 摘要: 处理水源地突发污染事件及其在复杂供水网络中的扩散模式和应急机制问题, 需要多维度的解决方案, 其包含预警制度、技术保障和强化学习演练等多项内涵。基于当前的认知能力、信息条件和行政资源分布特点, 在此提出了污染等级划分、污染过程分解和应急权责匹配的应急机制。针对不同等级和不同阶段的污染事件, 标定其危机程度和应急责任, 使得处置污染事件有章可循。同时, 在进一步将引入复杂、动态和普适的系统参量的情况下, 具体的应急机制可扩展为更一般性的应急控制模式。

       

      Abstract: A multi-dimensional solution, including early-warning system, technical support and intensive learning and drill, is very essential for responding to the pollution incident of water sources and studying the accordant pollution diffusion model and emergency treatment mechanism in complex water supply networks. Division of pollution level, decomposition of pollution procedure, responsibility and right matched emergency treatment mechanism were put forward in this article on the basis of the current cognitive ability, information condition and administrative resources distribution characteristics. A rule to calibrate the crisis level and emergency treatment responsibility according to the different class and time phase of the sudden pollution was created. Further, the concrete emergency treatment mechanism can be developed to a general emergency control model if some complex, dynamical and universally applicable parameters are introduced.
