Abstract: Based on the uncertainties of social rescue resources supply and demand, and on the features of government-leading and fast response of emergency supply chain, this research introduced the synergetic theory in emergency supply chain management. The synergy management framework of emergency supply chain was designed from the aspects of strategic level, policies layer and technology level, and the synergy mechanism was discussed from the perspectives of organization synergy, flow synergy and information synergy respectively. The study suggests that the synergy management mode in emergency supply chain meet the self-organizing characteristic of each social rescue resources members and should realize its overall effect so as to promote the integration of emergency resources.
