Abstract:
From economic perspective, consumption of public service personnel is brought into the field of economics. Under the premise of the effective administration of the government, the consumption behavior of government officials is deemed as choice behavior of economic people, which is constrained by regulations and morals. The pattern of this consumption under different regulations is analyzed in detail. From the perspective of the elasticity of supply, the consumption types are divided into those of elastic, lack of elastic and general elastic. By distinguishing the emphasis for future reform, exploring the spontaneous simulations for advancing reforms, the aims of regulations and interests of the consumer could reach a win-win situation and be optimized under the constraints of resources.
