Abstract:
The development of China's general aviation sector is lagging. It does not adapt to the needs of the development of national economy, and cannot provide proper support for the transformation of economic development in China. It is difficult for general aviation enterprise to use the country's low-altitude airspace for the airspace management system. Utilization of airspace resources, shortage of general airports and pilot shortages, become the three main obstacles that hinder the development of China's general aviation industry. To promote the general aviation industry's development, first, we must emancipate our minds, change our views, and really realize that the general aviation has an important role to play in national economic and social development. Second, we must reform the airspace management system and increase the efficiency of the allocation and utilization of airspace resources, as well as the system of examination and approval of the construction of airport. The state legislature should enact a law to clarify the property of airspace, management and use. Airport construction standards and approval procedures should be made according to the category of the airport. The government should intensify the support to the construction of the general airport. By adopting a market-oriented method, we can solve the problem of the shortage of professional and technical personnel.
