Abstract: The construction and optimization of the information industry mobilization mechanism is the important foundation for the information industry and national economy mobilization. The new features of the information industry mobilization are timeliness, sociality, the peacetime and wartime combination, as well as security. The information industry mobilization is under transformation, including the transformation from the army dominated to the military and political coalition dominated, the transformation of the elements from soldiers and material to information power and information resources, the transformation of administrative mobilization to mobilization in accordance with law and economic regulations, as well as the realization of a higher level of automation technology platform. The optimization of the mechanism of the information industry mobilization calls for the construction of the organizing mechanism of the information industry, the mobilization of military-civilian combination, the establishment of the operation mechanism guaranteed by law, the optimization of the preparation mechanism on the basis of reserve capacity, the perfection of the market competition mechanism with the economic lever, the strengthening of the personnel mobilization mechanism information focusing on the talents in the society, as well as the perfection of the mobilization means with the management information system.
