Abstract: The construction of national level science and technology（S&T）think tank and S&T workers'enthusiasm in participating in decision-making consulting is of great importance to a nation's S&T progress as well as economic development. Several attentions should be paid in constructing and perfecting S&T think tank: one is that new concept and new thinking is the base；two is focusing on professional theory progress; three is focusing on pragmatism; four is focusing on the big picture of national work.
