Abstract: To improve the performance of war material storage and reduce manage cost of storage, the paper introduces a war preparation material contractors reserve mode. Introducing the game theory into contractors reserve mode, taking maximum benefit as target, on the premise of unchangeable total storage, analyzing the storage cost and margin difference between military storing and Military-Civilian storing, to find out the range of subsidies which military should pay to contractors. Studies show that the mechanism is rational and practical. When the subsidies are in this range, it's a Win-Win mode for both military and contractors, and it achieves the storage cost decreasing and the margin improving, it meets the development direction for the continual and stable development of cooperation.
