Abstract:
Cross-regional urban agglomeration has played an important role in promoting China's economic and social development. In order to achieve the optimal allocation of resources, there is a need to build a coordinated, collaborative emergency management system. This paper takes the optimization allocation of resources as the goal,pointing out four problems in Beijing-Tianjin-Hebei emergency collaboration, which include lack of single city emergency resources, lack of necessary coordination mechanisms, unsound inter-regional emergency laws and regulations, lack of necessary communication platform among the urban agglomeration. Then it points three actual demands of emergency resources, laws and regulations and emergency organization in Beijing-Tianjin-Hebei urban agglomeration emergency management. Finally, it builds the Beijing-Tianjin-Hebei urban agglomeration emergency management system frame based on the these demands. In addition, it also designs the emergency management system from four aspects of emergency preparedness system, emergency management organization, resources support mechanisms and emergency management law, on top of which it gives recommendations accordingly.
