Abstract:
Promoting the rule of law in China's space industry is deemed as a systematic work that involves all regulatory conducts on space activities. Its essence lies in initiating a modernization drive in the space industry of state governance capabilities and frameworks, which requires a coordinated approach to advancing space legislation, law enforcement, legal supervision and law capacity building, apart from advocating the spirit, philosophy and culture of the rule of law. As an integral part of promoting the rule of law in China, promoting the rule of law in China's space industry is to satisfy the pressing needs of maintaining strategic state security, while meeting the inherent demand for upgrading China's space industry. The current regulation on space activities falls short of the rule of law, as showcased by an insufficient supply of legal institutions, inadequate awareness of the rule of law, and space regulatory frameworks that require further reform. Top-level planning, enhanced space legislation, and a combination of promoting the rule of law in China's space industry and deepening reform on space regulatory frameworks are needed to start a new age of China's space industry under the rule of law.
