江苏省节能减排绩效的区域比较研究
Regional Comparative Study on Energy Saving and Emission Reduction Performance of Jiangsu Province

摘要: 引入数据包络模型(DEA模型)中SORM-BCC超效率评价模型,建立以万元GDP能耗、工业SO2排放量和万元GDP中CO2排放量为投入指标,以GDP、工业SO2削减量和CO2排放强度降低量为产出指标的节能减排绩效评价体系,对江苏省13个地级市节能减排绩效进行实证研究。结果显示:2001—2010年江苏省节能减排绩效较好,仅有2006年和2008年两年不是模型所测有效单元。分析各地级市的区域绩效和规模收益的差异,苏北地区节能减排绩效最高,其次为苏南、苏中地区。其中,苏北区域内各城市差异显著,徐州、淮安节能减排绩效值较区域内其他城市明显偏低,而宿迁、盐城节能减排绩效值则位列全省第一、第二。以2010年为例,对各城市的节能减排目标进行改进以达到最优。依据研究结论认为,江苏省应加大节能减排科技创新力度,提高能源利用效率,加强重化工行业整合力度,优化能源结构和对外贸易结构,进一步提升节能减排工作绩效。Abstract: Introducing the performance evaluation indicator system of energy saving and emission reduction which includes energy consuming per ten thousand yuan of GDP, industrial sulfur dioxide emission and carbon dioxide emission per ten thousand yuan of GDP as inputs index, with GDP, industrial sulfur dioxide reduction quantity and carbon dioxide strength reduction as outputs index, this paper made an empirical study of 13 cities in Jiangsu province on energy saving and emission reduction performance by SORM-BCC super-efficiency model. It concluded that the overall performance of energy saving and emission reduction is better in Jiangsu province in 2001—2010, namely the DEA efficient, except in 2006 and 2008. But performances and returns to scale of different prefectures and regions are different. The energy saving and emission reduction performance of northern Jiangsu region is highest, following by the southern part while the central part is the worst. The differences in cities of Northern Jiangsu region are significant, such as that Xuzhou and Huaian's performances were obviously lower than other cities in the region, while Suqian and Yancheng ranked first and second in the province. The paper improved the energy saving and emission reductions targets of 13 Prefectures of Jiangsu in 2010 in order to achieve the optimal. According to the research results, the study provided some policy suggestions as follows. To improve the energy saving and emission reductions performance, Jiangsu province could increase the technology of innovation for the energy saving and emission reductions,improve energy efficieney, strengthen the heavy chemical industries conformity dynamics, and optimize the energy structure and the structure of foreign trade.
